249 Mrs. B. Moynihan-Cronin asked the Minister for the Environment and Local Government if he will address the anomaly that exists whereby first time house owners who build their own house are not entitled to grant aid towards the cost of sinking a well; and if he will make a statement on the matter. [25480/98]

Subject to the terms of the scheme, applicants who are building or purchasing a new house for the first time may qualify for a £3,000 new house grant from my Department. It is a condition to qualify for a grant that the new house is provided with an adequate water supply.

There are no proposals to change the terms and conditions of the scheme of grants for the improvement or provision of a water supply to existing houses to enable such grants to apply to newly constructed houses.
