if, further to Parliamentary Question No. 93 of 18 November 1998, he will give details of the number, location and cost of the new day and residential places for persons with a mental handicap provided in 1997 and 1998; and if he will make a statement on the matter.

The information related to the provision of new residential-respite and day places sought by the Deputy has been compiled by my Department and is set out below by health board area. It includes the location of or agency providing these services and the costs in each year associated with putting them in place.
The costs associated with the provision of new residential-respite or day places for persons with a mental handicap can vary greatly and are dependent on a number of factors including – the category of mental handicap; – additional needs associated with challenging behaviour, physical or sensory disabilities or medical conditions. Account should also be taken of the fact that in some cases, new services are introduced on a phased basis, with the full cost of the service being provided over a two year period. In these cases, care is taken to ensure that in accounting for the actual number of places, there is no double counting.
In the case of the 1998 data, there may still be some small adjustments to be made. If, following further consultation with the health boards, this is the case, I will let the Deputy have details of these adjustments.
Since my appointment as Minister for Health and Children in 1997 and the end of 1998, I allocated £25 million additional funding for services to persons with a mental handicap. This is more than double the additional funding allocated by the previous Government in 1997.
