Written Answers - Electrical Contracting Industry.

150 Mr. Yates asked the Minister for Public Enterprise if she has received correspondence from the Register of Electrical Contractors of Ireland setting out the need for effective regulation of the electrical contracting industry, with particular reference to domestic customers; the proposals, if any, she has directly or in conjunction with the ESB to ensure the same certification procedure is necessary for domestic customers as is the case for commercial ones, in view of the number of fires relating to electrical faults and other incidents; and the legislative proposals, if any, in this regard. The Register of Electrical Contractors of Ireland, RECI, has made representations to me regarding the current system of self-regulation of the electrical contracting industry and, has advocated, among other matters, the introduction of a statutory based regulatory regime covering all electrical installations. At present the ESB sets the criteria for recognition of self-regulatory bodies. I understand from the board that these criteria are in strict compliance with the provisions of competition law. Two such bodies exist – RECI was established in 1991 and a further body, the Electrical Contractors Safety and Standards Association, ECSSA, was formed subsequently.

I have no statutory role in relation to the regulation of the electrical contracting industry. One statutory body having a role at present in relation to this area is the Health and Safety Authority. However its role relates primarily to non-domestic installations. My Department has intitiated discussions with the Department of Enterprise, Trade and Employment concerning a possible supervisory role for the Health and Safety Authority in relation to electrical installations generally.

At present the Department of Enterprise, Trade and Employment is considering its approach in relation to this matter. Following on from this consultation, consideration will be given to what measures may be necessary.
