97 Mr. Gormley asked the Minister for the Environment and Local Government the circumstances where his Department sanctioned the payment in January or February 1998 of over £500,000 as grant assistance for the development of facilities for the disposal of hazardous waste to a company (details supplied) not yet incorporated; and if he will make a statement on the matter. My Department conveyed an offer of approval in principle on 27 January 1998 to the company concerned for a grant of 748,377 ECUs, approximately £576,250, in respect of the provision of hazardous waste management facilities. Payment of grant aid under the hazardous waste measure of the Operational Programme for Environmental Services, 1994-9, is subject to the following: planning permission and the granting of a waste licence from the Environmental Protection Agency must be obtained in advance; the timescale for the commencement, construction and completion of the facilities must be approved by my Department, and the applicant must own the facility and assets for which grant approval is sought.

Grant aid will not be paid to the company until these conditions are fully satisfied.
