108 Mr. O'Shea asked the Minister for Education and Science the proposals, if any, he has to alter the regulations relating to eligibility for a third level grant in order that those who previously studied at third level but received no grant are no longer excluded from obtaining a grant if they qualify in all ways other than not having studied at third level previously; and if he will make a statement on the matter. Under the terms of the third level student support schemes, candidates who have previously pursued an undergraduate course approved for the purposes of the schemes are not be eligible for grant assistance until they have completed an equivalent period of study at undergraduate level, irrespective of whether or not a grant was paid previously. This condition may be waived by the local authorities in exceptional circumstances such as cases of certified serious illness. Furthermore, candidates who hold a national certificate or diploma and are progressing to a degree course are eligible for grant assistance. Second chance students, who having attended but not successfully completed approved courses and who are returning to pursue approved courses at the same level following a break of at least five years, are also eligible.
Candidates who hold an undergraduate degree are not eligible for grant assistance to pursue a second undergraduate degree, other than those holding a pass/general degree who are progressing to complete an honours degree in one year. At postgraduate level, candidates who already hold a postgraduate qualification are not eligible for grant assistance towards a second postgraduate qualification. I have no plans to amend these arrangements.
