255 Mr. Sargent asked the Minister for Finance the progress, if any, on the Community initiatives monitoring committee established to monitor Structural Funds in Ireland. [27269/98]

Each of the Community initiatives in respect of which my Department exercises a management role has its own monitoring committee. Information on the progress of these initiatives is also furnished to the Community Support Framework Monitoring Committee.

I have answered separately the Deputy's specific question in relation to the Peace Programme (27271/98). The Ireland/Northern Ireland INTERREG Programme Monitoring Committee is also jointly chaired by the Department of Finance, Ireland and Department of Finance and Personnel, Northern Ireland. This committee has a similar remit to that of the Peace Programme and has met eight times since it was established in 1995. It has taken decisions relating to the distribution of the annual deflators, the re-distribution of funding following the mid-term review, and increasing the emphasis on cross-Border strategy.

The Joint Monitoring Committee of the Ireland/Wales INTERREG Programme 1994/1999 was established under Commission decision of 14 December 1995 approving the programme. The committee has met on seven occasions since then to review progress on the implementation of the programme, including the response to the mid term evaluation. It has taken decisions in relation to the distribution of annual deflators, the reprofiling of expenditure and the redistribution of funding between measures. It has also adopted strategic guidance on the publicisation of the programme and activities of the local co-ordinating team.

The monitoring committee of the INTERREG lIc North West Metropolitan Area Operational Programme has met once since the Commission decision of 3 June 1998 approving the programme. The decisions taken at that meeting, and subsequently by written procedure, related mainly to the approval of the management structure, administrative and financial procedures, applicant information, project selection criteria, the programme secretariat's work plan and technical assistance budget and the publicity strategy.

The Special Programme for Peace and Reconciliation in Northern Ireland and the Border Counties of Ireland Monitoring Committee was established for the purpose of monitoring implementation of the programme. The committee is jointly chaired by Department of Finance, Ireland, and Department of Finance and Personnel, Northern Ireland, and is representative of departmental, social partner, community-voluntary interests north and south and the devolved implementation mechanisms. The committee has met eight times since its establishment in 1996. It has taken decisions relating to the distribution of the annual deflators, the re-distribution of funding following the mid-term review, and indicative allocations of funding for 1998 and 1999.

257 Mr. Sargent asked the Minister for Finance the progress, if any, on the community support framework committee established to monitor Structural Funds in Ireland. [27265/98]

The Community Support Framework Monitoring Committee was established for the purpose of monitoring the implementation of the Community Support Framework, CSF. The CSF is implemented through a number of operational programmes and each programme has its own monitoring committee which monitors and reports progress. Information on the progress of these programmes is also furnished to the CSF Monitoring Committee. for which my Department is responsible. This committee has met 19 times since its establishment. It has taken decisions in relation to the distribution of the annual deflators, the redistribution of funding following the mid-term review, the redistribution of the decommitted Luas funds and the reproving of expenditure.
