289 Ms Shortall asked the Minister for the Environment and Local Government the action, if any, he has taken to ensure that paper is collected as part of all local authority recycling collection schemes; and if he will make a statement on the matter. [5684/99]

Difficulties are currently being experienced in Ireland and internationally in relation to the recycling of paper as a result of a reduction in the demand and price for waste paper. In general, paper reprocessors now impose a charge for the acceptance of waste paper and cardboard into recycling facilities. As a result, the separate collection of such materials is curtailed.

The successful development of waste recycling depends to a significant extent on the development of more extensive and stable markets for recyclable materials.

It is my intention to prepare a policy statement on recycling and waste recovery generally, for publication later this year. This policy document will address the factors and practical considerations which are relevant to the achievement of Government policy objectives in this area, and outline the scope of measures which will be undertaken in support of better recycling performance.
