26 Mr. Dukes asked the Minister for the Environment and Local Government the reason for the delay in commencing the construction of the Kildare motorway by-pass; when the problem will be resolved; and if he will make a statement on the matter. [6116/99]

I understand from the National Roads Authority that preliminary work on the Kildare by-pass motorway scheme commenced in 1998; and that the deadline for submission of tenders for the main contract has been fixed for late April 1999, with the by-pass scheduled to be opened in 2002.

The European Commission has addressed a query to the Irish Government following complaints to it about the possible impacts of drainage works associated with the by-pass on Pollardstown Fen. The relevant Irish authorities have commissioned further investigation of certain environmental issues involved and a comprehensive response will be sent to the Commission shortly.
