Ceist:

43 Mr. Callely asked the Minister for Foreign Affairs Ireland's total expenditure on overseas development aid for the past five years; the actual 1998 expenditure; the moneys allocated for official development assistance by the twenty one donor countries; the evaluation procedures in place to evaluate Ireland's contributions to date; and if he will make a statement on the matter. As the following figures show, the allocations for Irish Official Development Assistance have been growing year-on-year for almost a decade and reflect the strong public support in Ireland for progammes to alleviate poverty in the least developed countries of the world.

The evaluation function of Irish aid is maintained by the Evaluation and Audit (E&A) Unit. The E&A Unit is an independent unit within the Development Co-operation Division of the Department of Foreign Affairs and is staffed by a chief analyst/head of evaluation, an economist and two internal auditors. The unit also commissions short-term consultancies. Evaluation exercises undertaken by the unit include special studies, appraisals of programmes and projects on or after completion, reviews of whole country programmes or individual programmes, and reviews of aid instruments such as sector-wide programmes.
