501 Mr. Allen asked the Minister for Tourism, Sport and Recreation the 1999 allocations to national governing bodies in sport; and the level of allocations in 1998. [9675/99]

503 Mr. Allen asked the Minister for Tourism, Sport and Recreation the reason the grant made available to the Irish Blind Sports Association for administrative purposes is being held at 1998 levels; the reason the association is only receiving 25 per cent of the allocation requested for its involvement in the international festival of sport and the International Golf Open for the Blind. 508 Mr. Allen asked the Minister for Tourism, Sport and Recreation the allocation made to the Para-Olympic Council for work being undertaken in preparation for the Para-Olympics being held in Sydney in 2000. [9735/99]

I propose to take Questions Nos. 501 to 504, inclusive, together.

Allocations to national governing bodies of sport are decided on the basis of recommendations made to my Department by the Irish Sports Council which considers the applications in the first instance. The council's recommend ations are based on a close and detailed evaluation of applications received from each of the governing bodies and are made having regard to the criteria for grant approval outlined in my Department's section 15 and 16 reference book prepared under the Freedom of Information Act, 1997. While the grants to the bodies are made up of amounts under a number of headings, it is a matter for each body to prioritise individual items under these headings including the elements of its international competition programme.
The information sought by the Deputy in respect of total allocations to national governing bodies of sport in 1998 is set out in the form of a tabular statement which I shall circulate in the Official Report. However, in relation to 1999, as allocations to NGBs under the international carding scheme in respect of their high performing members have still to be finalised, comparable figures with those in the 1998 table will not be available until then.
Allocations for 1999 to the IRFU, the GAA and the FAI will be finalised as soon as details of their proposed projects for disadvantaged areas have been agreed with the respective bodies. The decision on the 1999 allocation to Swim Ireland is also pending confirmation by the membership that they are satisfied that their restructured organisation has adequate structures in place to ensure the safety of swimmers, particularly young swimmers. Swim Ireland's AGM is due to take place on 25 April.
I can confirm that the Sports Council has recommended and I have agreed that grants of £3,000 and £18,000, respectively, be made available to the Paralympic Council to assist in meeting costs associated with a pre-Olympic visit to Sydney and to CUSAI towards the cost of participating in the World Student Games.
