113 Mr. G. Reynolds asked the Minister for the Environment and Local Government the reason citizens cannot drive two-wheeled, open engined vehicles of less than 50 cc horsepower, for example, cycles and mopeds, without licence, road tax or a test of competency in view of the fact it is permitted in most other EU countries. Driver licensing requirements are maintained in Ireland and other countries in relation to these vehicles primarily in the interests of road safety. Motor tax is payable in respect of such vehicles where they are deemed by the Revenue Commissioners to be mechanically propelled vehicles, liable for vehicle registration tax.
