133 Mr. Bradford asked the Minister for Agriculture and Food the proposals, if any, he has to deal with the outstanding annuities due in respect of Land Commission holdings; and if he will make a statement on the matter. [11273/99]

Since 1996 inspectors from my Department have been visiting farmers who have land annuity arrears with a view to assessing the reasons for non-payment. If it is found that the annuity is excessive relative to the earning capacity of the farm and the family circumstances, it is intended to capitalise the arrears and to reduce the repayments to a more reasonable level which will result in an extension of the repayment period. On the other hand if it is found that there is no valid reason for non-payment my Department has to consider offsetting of any grants due or taking legal action in the matter.
