85 Mr. Gilmore asked the Minister for Foreign Affairs the Government's view of the oil embargo imposed by NATO against Yugoslavia; and if he will make a statement on the matter. [12025/99]

There is no universally enforceable oil embargo against the FRY which has been adopted by the United Nations Security Council. A ban on the export to the FRY of petroleum and petroleum products from member states has been introduced by the European Union, and this ban is being supported by a number of other countries, including EU associates. Other countries have also introduced similar measures.

Responsibility for the implementation of the EU ban is a matter for national authorities and we are taking the necessary measures to ensure this in the case of Ireland.

As far as I am aware there is no oil embargo by NATO as such against the FRY, nor has NATO been mandated by the international community to enforce such measures.

I understand that NATO is currently considering how to prevent oil reaching the military and other security forces of the FRY.
