100 Mr. Quinn asked the Minister for Foreign Affairs if he has raised with the British Government or the political parties in Northern Ireland the position of those who have been forced out of Northern Ireland as a result of threats of death or violence; if he has received any estimate of the number of these people forced out of Northern Ireland in this way; the steps, if any, he will take to facilitate the return of those exiled; and if he will make a statement on the matter. The plight of those from both communities who have been sent into forced exile because of paramilitary intimidation is a matter of deep concern to the Government. It is undoubtedly a breach of the law and, more fundamentally, of the basic human rights of those concerned. The Government supports the wish of these individuals to have the threats against them lifted and believes that they should be allowed to return home safely. They should never have been forced to leave.

The general issue is, from time to time, raised with the British Government through the framework of the Anglo-Irish Intergovernmental Conference. The Government has also, at all times, in its contacts with parties with influence on paramilitary groups, highlighted the need to adhere to the principles of non-violence and democracy as enshrined in the Good Friday Agreement.

I would strongly urge all those with influence in this area to help put a complete end to threats against individuals who wish to return to their own home areas. I firmly hope that, in the new context created by sustained peace, society will be finally freed from these totally unacceptable practices.
