184 Mr. Penrose asked the Minister for the Environment and Local Government the power of a local authority to recruit outdoor permanent staff; if an embargo on recruitment is still in place and if he will make a statement on the matter. [19189/99]

Provisions relating to the recruitment of local authority staff are contained in section 10 (1)(a) of the Local Government Act 1941. There is no embargo on the recruitment of outdoor staff by local authorities.
