308 Mr. Higgins (Dublin West) asked the Minister for Arts, Heritage, Gaeltacht and the Islands if she will publish the preliminary work of the proposed national parks and historic properties Bill as a Green Paper in view of the fact that the Government's legislative programme for this session indicates that the Bill is not being proceeded with due to other priorities.
