The Indecon report was intended to assist me in responding to an Aer Rianta airport charges proposal which was expected to be submitted to me earlier this year. I subsequently took the view, however, that the appointment of an independent regulator was the best way of dealing with the economic regulation of Irish airports and, in particular, airport charges. Work on the drafting of the necessary legislation is in hand.
I intend to place a copy of the Indecon report, edited of confidential commercial information, in the Oireachtas Library. My Department has paid an estimated £80,000 to Indecon in respect of this report, which I believe will be of considerable assistance to the regulator when he or she is appointed.
