Ceist:

382 Mr. Roche asked the Minister for Justice, Equality and Law Reform the out of court settlements, if any, the State has made in respect of actions taken or commenced to the European Court of Human Rights in respect of delays in the courts; if so, the number of these settlements; the total cost of compensation or other payments; and the amount of associated legal charges. [22671/99]

I am informed that one case of this nature has been settled by way of an award made by the Committee of Ministers Deputies of the European Commission on Human Rights. The award was for £3,000 plus £9,937 in respect of costs and expenses. I can further inform the Deputy that another case is awaiting the adjudication of the Committee of Ministers Deputies. In addition, a case was withdrawn from the commission following agreement between the parties. As the case has been referred to an arbitrator it would be inappropriate for me to comment further.
