Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a notice of motion under Standing Order 31 from Deputy Jim Higgins. I call on Deputy Higgins to state the matter on which he gave me notice.

(Mayo): I seek the Adjournment of the Dáil under Standing Order 31 to discuss the following matter of urgent importance: the chaotic conditions in our prison system where five suicides have occurred in the past year, the threatened action by prison officers at Mountjoy Prison, that the new prison at Clover Hill and the women's prison at Mountjoy have not opened, and the failure to introduce a variety of effective alternatives to custody.

Having considered the matter fully, I do not consider it to be contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
