Vol. 510 No. 5

Estimates for Public Services, 1999 (Supplementary): Report of Select Committee.

The Select Committee on Finance and the Public Service has completed its consideration of Votes 10 and 14 – Office of Public Works – Supplementary Estimates for the year ending 31 December 1999.

It is outrageous.

The Deputy is being disorderly. I suspend the sitting for ten minutes.

Sitting suspended at 10.45 a.m. and resumed at 10.55 a.m.

A Cheann Comhairle, I wish to raise a matter on the Order of Business.

No, the Order of Business is over. I called item No. 2.

A Cheann Comhairle,—

The Order of Business is concluded.

It is not over.

We are on item No. 2, Copyright and Related Rights Bill, 1999, Second Stage.

On a point of order, a Cheann Comhairle—

What is the point of order?

While Deputy Boylan was seeking justice for pig farmers, you called me as well.

That is not a point of order. There was disorder in the House.

I did not get a chance to raise the matter.

We are on item No. 2.

I was called to speak.

On a point of order, a Cheann Comhairle—

What is the point of order?

You indicated in the past that there should be a period of approximately 25 minutes for the Order of Business. There were only 15 minutes today.

That is not a point of order.

May I finish the point?

There was total disorder and the Ceann Comhairle exercised his right under Standing Order 26. That is the end of the matter.

If I may say this—

The Deputy should not be disorderly. We must proceed with item No. 2.

There are issues of importance, including—

That is not the Chair's fault.

It is not the fault of this side of the House either.

The Chair has complete discretion. The Deputy should read Standing Order 26 and see that the Chair has discretion over the extent of the Order of Business.

The Chair usually permits the views of the House to be heard. I have issues of importance to raise.

We cannot deal with them now. We are proceeding with item No. 2. I call on the Minister of State at the Department of Enterprise, Trade and Employment.

A Cheann Comhairle—

I have explained the matter to the Deputy. He should read Standing Order 26.

There are important issues to be raised.

Standing Order 26 overrides everything else. The Chair has ruled under that Standing Order.

The Chair normally permits—

The Deputy should resume his seat. I call the Minister of State.
