145 Mr. C. Lenihan asked the Minister for the Environment and Local Government if he will establish a technical review commission for public tenders; and his views on the benefit of such a commission in terms of avoiding costly legal actions. [23772/99]

Responsibility for the formulation of the overall national guidelines on public procurement procedures, including tendering procedures, rests with the Minister for Finance.
