76 Mr. Deenihan asked the Tánaiste and Minister for Enterprise, Trade and Employment the measures, if any, she will put in place to attract industry into unemployment blackspots in Objective One areas in view of the reduction in grant aid for industry set up in these areas after 2000; and if she will make a statement on the matter. I have recently completed negotiations with the European Commission on the maximum levels of grant aid which will be permitted at a regional level, with effect from 2000. A key concern of the Commission in producing the new guidelines was to reduce the amount of overall State aid given out by Government in the EU, leading to harmful bidding contests for mobile investments, and to encourage a genuine concentration of permitted aid in disadvantaged regions, objectively measured.

The new aid ceiling for the Objective One area after January 1 will be 40 per cent of investment costs, plus a top-up of up to 15 per cent for SMEs. While this is a reduction from the 71 per cent limit now generally in place, it is significantly higher than the 20 per cent maximum, plus a 10 per cent top-up for SMEs which will apply in most of the rest of the State.

The Government is committed to ensuring the most equitable regional distribution of job opportunities and the development agencies will continue to encourage more industry to locate to areas outside the greater Dublin region which is suffering from development pressures at present. Measures have been outlined in the recently published national development plan to improve prosperity and regional attractiveness for investment across the country. The Government is very aware that prosperity from recent economic growth has been experienced somewhat unevenly in different regions. The significant infrastructure, human resource, enterprise and social investments planned for the next seven years are designed to rebalance regional growth and employment rates. I am confident that they will have a very positive impact.
