Jim Higgins

Ceist:

144 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo has not been paid area aid or headage. [25622/99]

As stated in my reply of 16 November to Parliamentary Question No. 181/99, the person named included commonage in his 1999 area aid application, but did not provide proof of his entitlement to claim this commonage. The herdowner has been written to in this regard. No reply has been received yet, and his application cannot be processed further until this proof is provided.

Dinny McGinley

145 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when sheep headage will be paid to a person (details supplied) in County Donegal. [25623/99]

The herdowner in this case included commonage in his 1999 area aid application but did not provide proof of his entitlement to claim this commonage. The herdowner has been informed of this and his application cannot be processed further until this proof is provided.

Andrew Boylan

146 Mr. Boylan asked the Minister for Agriculture, Food and Rural Development the reason headage and premia grants are not being paid to a person (details supplied) in County Cavan; and if he will make a statement on the matter. [25624/99]

The person named applied on five beef cows under the 1992 cattle headage and suckler cow premium schemes. At an inspection carried out on 16 October 1992, two beef cows and four other animals were presented. The person named was paid his full entitlement of £168 under the cattle headage scheme on the two cows presented. No headage was paid on the other four animals as they had not been listed on the application form. He was excluded from the suckler cow premium scheme as he did not keep on his holding the five cows applied for under the six month retention period.

The person named applied on nine animals under the 1992 special beef premium scheme. As only bullocks were eligible under this scheme, and the person named applied on four female animals, he was excluded from the 1992 scheme.

The person named applied on four cows under the 1993 cattle headage and suckler cow scheme. His entitlement under the cattle headage scheme was subject to a forage area restriction based on the 4.45 hectares forage area declared, and he received payment of £342.82 on 16 February 1994. As he had no suckler cow quota, he was not entitled to payment under the suckler cow premium scheme. He received his full entitlement of £105.46 under the 1993 special beef premium scheme.

The person named applied under the 1996 cattle headage and suckler cow premium schemes. His applications were received on 5 July 1996 but as the closing date for receipt of applications was 31 May 1996, extended to 7 June 1996, he was not eligible to participate in the schemes.

No other applications under the headage or premia schemes have been received from the person named.
