213 Mr. Callely asked the Minister for Education and Science if he has satisfied himself with security procedures and precautions in the school network, particularly in view of serious and grave attacks in schools overseas; and if he will make a statement on the matter. [25178/99]

Minister for Education and Science (Mr. Martin): Individual school authorities are responsible for ensuring the safety and welfare of children and others in their care. My Department has issued guidelines advising schools of their responsibility under the health and safety legislation to provide a safe environment for all personnel present in the school. Schools are advised that they should identify possible hazards, assess the risks to health and safety and put appropriate safeguards in place. However, a balance must be struck between the need to provide a welcoming environment for children, their parents, school teachers and other staff while also ensuring that their safety is secured.
It is also important, in considering security in schools, to have regard to their wide diversity in terms of size, type of accommodation and location. In practical terms, therefore, individual school authorities are best placed to assess the detail of their own security. I am satisfied that schools are aware of their responsibilities in this area.
In relation to new schools, design teams are asked to ensure that security considerations are reflected in the architectural planning of the building, particularly in relation to access.
