The secretary to the All-Party Oireachtas Committee on the Constitution wrote to me on 12 July 1999 seeking a copy of my proposals for a change in the electoral system. I replied on 20 July 1999 indicating that I had not finalised any proposals in my capacity as Minister because the committee had been given the task of examining this issue as part of their examination of the institutions of State.
On a personal level, I informed the secretary to the committee that I believe that we should change our electoral system to one using STV in single seat constituencies. I also believe it would probably be necessary to have some list element included in order to ensure proportionality and representation for smaller parties and individuals. I have not asked the committee to report in a specific timeframe. I look forward to the report and recommendations of the committee which will, I hope, provide a basis for an informed public debate on our electoral system and the scope for reform.
