I move:
That the Report of the FOI Civil Service Users' Network entitled ‘Review of Administrative and Procedural Arrangements Governing FOI', and the proposal to approve draft Regulations entitled ‘Freedom of Information Act 1997 (Prescribed Bodies) Regulations, 2000', copies of which were laid before Dáil Éireann on 28 January 2000, be referred to the Joint Committee on Finance and the Public Service, in accordance with paragraph (2)(a)(iv) of the Orders of Reference of that Committee, which shall, in the case of the said Regulations, not later than 28 March 2000, send a message to the Dáil in the manner prescribed in Standing Order 79B, and Standing Order 79A(2) shall accordingly apply.
