264 Mr. Allen asked the Minister for Health and Children the plans, if any, he has to establish a no fault compensation system for brain damaged babies along with a new agency to handle payment to hospitals and consultants; and, if so, if a memorandum has been sent to Cabinet on this matter. [3087/00]

My Department has been examining proposals to rationalise the arrangements for providing indemnity-insurance cover for hospitals and doctors. This matter was considered by the Government at the end of last year and a decision in principle was taken to establish an agency to handle these claims. At present we are examining how this agency will operate in conjunction with the National Treasury Management Agency which is to be given powers to handle claims against the State.
