125 Proinsias De Rossa asked the Minister for Education and Science the steps, if any, being taken to identify and make safe all school buildings where teachers and pupils may have been exposed to the risk of contamination from asbestos in view of a recent case against his Department taken by the Health and Safety Authority regarding a school in Donegal; the steps, if any, being taken to ensure that the health and safety of pupils and teachers are not put at risk; and if he will make a statement on the matter. 127 Mr. Sargent asked the Minister for Education and Science if he will ensure that the results from the asbestos survey currently under way in schools are communicated to the schools affected and resources allocated to solve any current asbestos problem identified before generalised media report on the issue causes anxiety for many parents; and if this lesson has been learned from the recent release of general information on radon levels in some schools. I propose to take Questions Nos. 125 and 127 together.

In March 1999, my Department formally requested the Office of Public Works to undertake a pilot survey in approximately 200 schools in the south-east of the country to ascertain the position relating to asbestos. This survey has since been extended to all schools nationwide, primary and post-primary, and the management authorities of every school have been informed accordingly.

The survey is being conducted on a phased basis over three years by specialists. Where asbestos requiring removal is detected, either as a result of the survey or otherwise, arrangements to undertake the work are made by my Department and the Office of Public Works. All work relating to asbestos removal is undertaken by specialists in accordance with the appropriate safety procedures. These procedures are designed to avoid potential health and safety problems.

The entire cost of the programme of detection and removal, which to date has been in the region of £1 million, is being borne by my Department. The necessary level of funding will continue to be allocated to the programme as a priority. My Department has made arrangements with the Office of Public Works to inform schools of the results of the survey as they become available.
