223 Mr. Crawford asked the Minister for the Environment and Local Government the role of his Department in any projects relating to the regeneration of the Ballymun area; if his Department has had any communication with Dublin Corporation, or any other publicly established agency or company established in the public interest or any agents engaged to assist or advise any of the foregoing entities, regarding the decision-making process to be followed for the appointment of a successful candidate for the development of a business and technology park at Ballymun; if so, if he will provide details of the origin and nature of these communications; the representations, if any, made to him regarding this project; and, if so, if he will provide details of the origin and nature of these representations. The social and economic regeneration of Ballymun is being undertaken by Ballymun Regeneration Limited, which is a limited company established for this purpose by Dublin Corporation. Capital funding for the proposed construction of 2,800 housing units to replace existing high rise structures is being provided by my Department.

The development of a business and technology park is proposed as part of the total redevelopment of the area, as envisaged in the masterplan. It is understood that Ballymun Regeneration Limited propose to carry out the development of this project under a public/private joint venture agreement. The selection of a joint venture partner for this purpose is a matter for the board of Ballymun Regeneration Limited and Dublin Corporation. I am not involved in the selection or appointment process and neither I nor my Department have assisted or advised in this process. While I have received no representations regarding the development of the business and technology park, my Department has received a letter seeking clarification about the selection process for the joint venture arrangement.
