Written Answers. - Departmental Funding.

155 Mr. Callely asked the Minister for Foreign Affairs the non-governmental organisations and international agencies offered support and funding by his Department; and if he will make a statement on the matter. [8593/00]

In 1998, the latest year for which full information is available, a total of £20.742 million was provided from the aid programme to NGOs. Of that total, £6,439,216 was contributed to NGOs for projects in developing countries. All of the provision that year for emergency humanitarian assistance, £6 million, was spent through NGOs and international organisations and virtually all of the support for rehabilitation, post-emergency assistance, £5 million, was also channelled through NGOs and international organisations.

The greater part of the provision the same year of almost £1 million for the promotion and support of human rights and democratisation was spent through NGOs and international organisations. Most of the expenditure on our programme in South Africa, £2,254,135 in 1998, and on elements of some country programmes, the one in Zimbabwe, for instance, was routed through local NGOs and agencies.

A total of £8,430,000 was contributed to UN voluntary organisations and £9,887,000 was donated to the World Bank, Food Aid Convention, World Food Programme, FAO and like agencies. Our contribution to the European Development Fund was £7,801,000.

The full detail of the information sought by the Deputy is lengthy and is available in the annexes of the annual report of the aid programme, copies of which have been placed in the Library of the Houses of the Oireachtas. Information on payments in 1999 will be contained in the next annual report of the aid programme to be published this summer.
