Ceist:

36 Mr. Quinn asked the Tánaiste and Minister for Enterprise, Trade and Employment the legislative proposals she has to recognise the right of citizens to join and be represented by trade unions. [11971/00]

The text of a Bill to amend the Industrial Relations Act, 1946, is currently being finalised. I hope to be in a position to publish the Bill at an early date and to introduce it shortly thereafter.

The proposed legislation follows very closely the recommendations of the high level group set up under Partnership 2000 to consider detailed proposals submitted by ICTU on the recognition of unions and will enable the Labour Court to investigate a dispute, issue a recommendation on pay and conditions of employment and, if necessary, issue a binding determination on pay and conditions.
