96 Mr. Penrose asked the Minister for Agriculture, Food and Rural Development the capital programmes contained in the national development plan and funded by his Department which have commenced or will commence in the Westmeath constituency in 2000; and if he will make a statement on the matter. I propose to take Questions Nos. 85 and 96 together.

Under the national development plan, the agriculture, food and related rural development area has been allocated substantial Exchequer and EU funding over the seven year period 2000-2006. The funding relates essentially to measures for farmers and the food processing sector. The following table gives full details.

As regards progress under the NDP, the position is that negotiations with the European Commission on the community support framework for Ireland, necessary to draw down the EU element of the funds, have recently been completed and the various operational programmes required have been finalised and submitted to Brussels. It is not possible to indicate at this stage when any of the schemes involved will commence but they will all apply in Westmeath, with the exception of the western investment fund and the cattle breeding and equine infrastructure measures. The latter measures relate to organisations located in Cork and Kildare, respectively, but will benefit the country as a whole
