Written Answers. - European Car Free Day.

146 Mr. Bell asked the Minister for the Environment and Local Government the plans the Government has to participate in European Car Free Day on 22 September 2000. [15785/00]

European car free day takes place on 22 September 2000, and I signed the charter for the Day on 15 April 2000 in Oporto at the Informal Council of Environment Ministers.

The purpose of the event is to promote sustainable approaches to urban transport, to highlight the adverse effects which cars can have on our urban environment in terms of air and noise pollution, to encourage and promote the use of public transport and alternative modes of transport, and to enable urban populations to rediscover and reclaim their urban environment. The charter provides a general outline of recommended measures, and participating areas may choose the most appropriate for local circumstances, such as setting aside areas for pedestrians, bicycles and public transport for the day; encouraging greater use of public transport; local co-ordination (for example, restricting times of trade deliveries); publicity; a safer urban environment for children; development of car sharing schemes; and preference for clean fuel vehicles. Suggestions are also made in relation to pre-, during, and post – event monitoring.

I have written to each county borough corporation, the adjoining county councils and the relevant regional authorities encouraging their participation. The planning and organisation of participation is a matter for determination at local level, in consultation with key players such as the Garda, public transport operators, local traders, etc. I understand that Dublin, Cork and Limerick Corporations are committed to participating and that the matter is under active consideration in other areas.

European car free day coincides with the start of Ireland's national Energy Awareness Week from 24 to 30 September 2000. The Irish Energy Centre will promote the car free day at national level and is providing cofunding in participating urban areas for the promotion of suitable local events.
