Written Answers. - Foreshore Licences.

80 Mr. Deasy asked the Minister for the Marine and Natural Resources the reason for the delay in granting a foreshore licence to Waterford County Council for the proposed sewerage scheme at Cheekpoint, County Waterford; when a decision will be made in this regard; and if he will make a statement on the matter. In May 1999, Waterford County Council applied to my Department for permission under the Foreshore Act, 1933, to carry out works on the foreshore at Cheekpoint, County Waterford in connection with the Cheekpoint sewerage scheme.

In September 1999, Waterford County Council was requested to initiate the public consultation process by publishing in the Munster Express a notice of its application which it did on 24 September 1999. A period of 21 days from the date of publication of the notice was afforded to all interested parties and the general public to make representations/objections to me prior to any decision being made.

In November 1999, Waterford County Council indicated to my Department that it had published a notice as requested and provided evidence of this.

In February 2000, my Department furnished Waterford County Council with a working document which detailed the likely terms and conditions of a foreshore licence, which it was prepared to recommend to me for approval. Waterford County Council sought clarification on a number of the proposed conditions, including necessary conditions for monitoring of effluent standards and provision of additional treatment of effluent if required. My Department is considering these particular matters with its specialist advisers and hopes to make a report to me within a few weeks. That report will detail the proposals, the consultation process that has been gone through, and a commentary thereon, and recommend whether or not to grant a licence and if so under what conditions.
