Ceist:

162 Mr. Quinn asked the Tánaiste and Minister for Enterprise, Trade and Employment if she will list each appointment or nomination made by her to bodies, boards or organisations under the aegis of her Department since 1 July 2000; the method used by her Department in selecting people for such appointments; and if she will make a statement on the matter. Enterprise Ireland: board members of Enterprise Ireland are appointed by me in accordance with the Industrial Development (Enterprise Ireland) Act, 1998, with the consent of the Minister for Finance.
IDA Ireland: The chairperson of IDA Ireland is appointed by me in accordance with the Industrial Development Act, 1993, with the consent of the Minister for Finance.
Shannon Development: board members of Shannon Development are appointed by me after consultation with the Minister for Finance and the Minister for Tourism, Sport and Recreation.
Nitrigin Éireann Teoranta: Mr. Jim O'Brien was nominated by the Minister for Finance to the NET board, and his appointment was approved by me. Ms Helen McKenna and Gerry Murphy were reappointed to the board with my approval and the consent of the Minister for Finance. Appointments are made having regard to the experience of the individual and their potential contribution to the work of the relevant boards.
Labour Court and Rights Commissioners: under the Industrial Relations Act, 1964, the Irish Congress of Trade Unions (ICTU) is entitled to nominate members to the Labour Court and Mr. Noel O'Neill was nominated by ICTU for re-appointment for another term. Ms Janet Hughes was re-appointed as a rights commissioner in accordance with the Industrial Relations Act, 1969.

Ruairí Quinn

Ceist:

163 Mr. Quinn asked the Tánaiste and Minister for Enterprise, Trade and Employment the number of appointments made by her to bodies, boards or organisations under the aegis of her Department since taking office; the number of these which were to full-time paid positions and positions in respect of which a fee is paid; the number in respect of which expenses are paid; if she has given considerations to any procedures for an independent system to examine or scrutinise appointments or nominations made by her; and if she will make a statement on the matter. Since taking office I have made 215 appointments to bodies, boards or organisations under the aegis of my Department. Eleven of these appointments were on a full-time basis and 88 operate on a per diem basis. The board members of FÁS, Forfas, Enterprise Ireland, IDA Ireland, Shannon Development, National Standards Authority of Ireland, Health and Safety Authority, NET, FÁS International operate in a part-time capacity and are paid an annual fee.

Rights Commissioners and the Chairperson, vice-chairperson and members of the Employment Appeals Tribunal are paid a daily fee for their services. The chairperson, vice-chairperson and members of the Labour Court are employed in a full-time capacity and are paid an annual salary. Appointments to the Irish Council for Science, Technology and Innovation are part-time and the chairman only receives an agreed fee. Appendix A lists all appointees to individual organisations during the period concerned, and any fees paid.

For all appointees, travelling expenses and subsistence allowances are payable in respect of journeys undertaken to attend meetings or to transact relevant business.

Appendix B shows the structure of the organisations concerned and the origin of nominations.

I have no proposals to change the current procedures which I believe have contributed to the appointment of very high calibre personnel providing valuable public service.
