Ceist:

668 Mr. Sargent asked the Minister for the Environment and Local Government if he will detail, from the time of the present Dáil, the financial penalties imposed on the Government resulting from the failure of his Department to comply with EU directives; and the legal proceedings that are now pending by the EU as a result of the failure of his Department to comply with EU directives. No financial penalties have been imposed on the Government arising from non-compliance with EU directives. Legal proceedings are pending in respect of two cases which fall within the remit of my Department as follows: in regard to waste management plans, the European Commission has initiated court proceedings on the grounds that Ireland failed fully to implement Directive 75/442/EEC, as amended, on waste, Directive 91/689/EEC on hazardous waste, and Directive 94/62/EC on packaging and packaging waste, with regard to the making of waste plans. Ireland has requested an oral hearing in this case and awaits the response of the European Court in this regard.

In respect of private rural water supplies the European Commission has initiated court proceedings in respect of non-compliance with certain aspects of Directive 80/778/EEC relating to the quality of water intended for human con sumption. Ireland is required to lodge a defence by 18 December 2000 and this is being prepared.
