324 Ms Shortall asked the Minister for the Environment and Local Government if his attention has been drawn to difficulties in some local authorities in managing housing estates where there is a high level of anti-social activity; if, in view of the success of the use of the Housing (Miscellaneous Provisions) Act, 1996, in dealing with residents who are tenants, he has given any consideration to introducing similar legislation in order to deal with tenant-purchasers who cause problems and who are currently outside the scope of existing legislation; and if he will make a statement on the matter. Management of their housing estates, including taking action under the Housing Acts against tenants involved in anti-social behaviour, is a matter for individual local authorities. Local authority tenants who purchase their homes under the tenant purchase scheme cease to be tenants of the local authority and are in effect private home owners who are subject to the normal legal code in relation to anti-social behaviour. I am advised that provisions which may be applied by local authorities in respect of local authority tenants cannot be applied to private home owners whether tenant purchasers or not.
