Ceist:

31 Mr. O'Shea asked the Minister for Finance the progress that has been made by the section of the Revenue Commissioners established to investigate the tax affairs of 120 individuals linked to the Ansbacher deposits; when the investigation will be completed; the total amount in payments secured as a result of the investigation; the average amount paid; and if he will make a statement on the matter. I am advised by the Revenue Commissioners that the investigation into the tax compliance position of the individuals named in the report of the authorised officer on the examination of the books and documents of Ansbacher – Cayman – Limited began in October 1999. The investigation covers events from the 1970s onwards and, in addition to the individuals named, covers associated persons and trusts. Due to its nature, the investigation is time consuming and detailed.

The investigation has involved communications with the various parties involved in the matter. In addition, research projects have been carried out to identify other material relevant to tax liabilities of the individuals named and other cases. Where necessary, all available revenue powers are being used.

To date, 28 cases arising from the authorised officer's report have paid £6.0 million on account – an average of £214,000. In addition, seven other cases with off-shore investments or deposits have paid £1.3 million on account, an average of £185,000.
I am informed that Revenue expects that the investigations will continue for some time and that it is not possible at this stage to make any reliable estimation as to when they will be completed.
