381 Mr. Rabbitte asked the Minister for Education and Science the rationale for the difference in the schedule of allowances in respect of principals and deputy principals as between primary and secondary schools; if he will detail the amounts in this regard; when this anomaly arose; if teacher numbers or enrolment numbers are the determining factors; and if he will make a statement on the matter. The report of the tribunal on teachers' salaries, 1968, recommended graded pensionable allowances for principals and deputy principals based on the points rating of each school. The points rating was based on the attendance of pupils in each school in the previous school year. The pupils were classified according to their ages and each group was given a points weighting based on age.

The issue of principals' and deputy principals' allowances was revisited during the Programme for Competitiveness and Work pay negotiations where it was agreed with the teacher unions that the grading of the allowances would be based on the approved number of teachers on the staff of the school. The categories for determining the level of allowance were designed to correspond with the existing points rating of the schools. It was also agreed that there would be separate revised schedules for primary and post-primary schools and that the cap on the allowances for post-primary schools would be raised. These agreed measures were implemented with effect from 1 September 1996.
