99 Mr. Wall asked the Minister for Defence the Army personnel who qualify for a Border allowance; when the allowance is paid; if it is subject to hours of duty served; if it is linked to any other service payment or to the annual remuneration of a member of the forces; and if he will make a statement on the matter explaining all stipulations in relation to the payment. In addition to basic pay, Border duty allowance is payable to members of the Permanent Defence Forces while serving in Border units.

The current rate for officers is £59.63 weekly and the rate for enlisted personnel is £53.74. Its payment is not linked to any other servicepayment or to annual remuneration and is paid irrespective of the actual hours worked.

Each person holding non-commissioned naval rank, receives naval pay at the rate of £1.54 per day. This is in addition to the pay prescribed for their rank and service. Naval pay is not linked to the annual remuneration of members of the forces or to any other service payment. The allowance is payable as a daily rate and is paid irrespective of actual hours worked.

In addition to basic pay, search and rescue, SAR, duty allowance is payable to commissioned and enlisted personnel who are rostered for search and rescue duties.

The current rate for all personnel is £41.68 per day. Its payment is not linked to any other service payment or to annual remuneration and is paid irrespective of the actual hours worked.

102 Mr. Wall asked the Minister for Defence the Army personnel who qualify for a maintenance of essential services allowance; when the allowance is paid; if it is subject to hours of duty served; if it is linked to any other service payment or to the annual remuneration of a member of the forces; and if he will make a statement on the matter explaining all stipulations in relation to the payment. In addition to basic pay, maintenance of essential services allowance is payable to all members of the Permanent Defence Force who maintain essential services during industrial disputes when requested by the civil authorities. It is a duty related allowance and is payable on a dutyperformed basis, irrespective of hours worked. The current rates are as follows: Commissioned Personnel, £28.63 for duties performed on week days, £43 for duties performed on Saturday, £57.31 for duties performed on Sundays and Defence Forces Holidays; and Enlisted Personnel, £29.51 for duties performed on week days, £44.29 for duties performed on Saturdays, £59.07 for duties performed on Sundays and Defence Forces Holidays.

Payment of the allowance is not linked to any other service payment or to annual remuneration. In addition, depending on the length of the duty, the following day will be a rest day, except where that day is a Sunday.

Security duty allowance is payable in addition to basic pay, to personnel engaged in a range of security-related duties.

In addition to basic pay, prison duty allowance is paid to personnel of the Permanent Defence Force below the rank of Commandant engaged on security duties in Portlaoise prison. Military personnel drawn from all brigades are mobilised into a special unit for this purpose. Each unit's tour of duty normally lasts for about two months on a four days on, two days off rota basis. On average, personnel do not carry out duties for more than 20 days per month.

The current daily rate is £43.00 for officers and £44.29 for enlisted personnel. Payment is not linked to any other service payment or to annual remuneration and is paid irrespective of the actual hours worked.

I propose to take Questions Nos. 105 and 107 together.

Overseas peace support allowance is paid to members of the Permanent Defence Force who are participating in overseas military operations on direction of the Government. This allowance is paid in addition to basic pay, at rates ranging from £30.95 per day for the rank of private, up to £42.55 for the ranks of commandant and above.

An additional allowance – overseas armed peace support allowance – is paid to members of an armed contingent of the Permanent Defence Forces dispatched for overseas military operations. armed peace support allowance is paid at a rate of £12.50 per day, for all ranks.

These allowances, both of which are exempt from income tax, are payable as daily rates, and are paid irrespective of the actual hours worked. They are not linked to the annual remuneration of members of the force.

In addition to basic pay, military service allowance is payable to all members of the Permanent Defence Force up to and including the rank of colonel to compensate personnel for the liability and performance of the special conditions associated with military life, such as the unsocial hours of duty, being subject to transfers and a requirement to serve in all conditions. The current rate in the case of officers is £2,502 per annum, and in the case of non-commissioned officers and privates is £65.83 per week, with the exception of privates with fewer than three years' service who receive £23.70 per week. Its payment is not linked to any other service payment or to annual remuneration and is paid irrespective of the actual hours worked.

In addition to basic pay, technician pay is payable to enlisted personnel who are employed on the duties of their trade or occupation and who are filling vacancies in the establishments of their units for their particular occupation. The occupations which attract technician pay are prescribed in Defence Force regulations and are divided into six groups.

The current weekly rates of technician pay applicable to each group are as follows: group 1 – £4.62; group 2 – £15.34; group 3 – £23.05; group 4 – £30.75; group 5 – £46.05; and group 6 – £76.80

Technician pay is determined by qualification regardless of rank. Its payment is not linked to any other service payment or to annual remuneration and is paid irrespective of the actual hours worked.

In addition to basic pay, personnel of the Naval Service receive a daily rate of patrol duty allowance in respect of each day spent at sea, from the time a ship commences sailing orders to the time it completes these sailing orders. In effect, this allowance is payable in respect of each day that a vessel is away from the Naval base at Haulbowline.

The current rate of patrol duty allowance is £29.77 per day, for all ranks. Patrol duty allowance is payable on a daily basis, and payments are not linked to the annual remuneration of members of the forces.

In addition to patrol duty allowance, an in charge allowance of £13.12 per day is paid to the officer commanding a State ship and the engineer officer on board a State ship on each day for which patrol duty allowance is payable.
