95 Mr. G. Reynolds asked the Minister for the Marine and Natural Resources if he will allow all farmers who planted trees before October 1999 to qualify for the new increased premium rates for the remainder of the years for which they are entitled to premium; the cost of this per annum; and if he will make a statement on the matter. [2600/01]

Following discussions with the European Commission, the Minister of State, Deputy Byrne, announced last March significant increases, averaging 30%, in the rates of annual forest premium for those planting from October 1999. Despite protracted negotiations, however, the European Commission refused to agree to similar increases for those who planted before that date. I am now considering possible funding from the Exchequer for those affected. The estimated annual cost is approximately £3.4 million.
