287 Mr. Quinn asked the Minister for the Environment and Local Government the sections and division of the European Commission which are involved in assisting and or monitoring the implementation of those aspects of the national development plan for which his Department has responsibility; the name of the senior EU official with responsibility for that role; the number of meetings that have taken place since the publication of the national development plan between officials of his Department and the relevant officials of the European Commission; and if he will make a statement on the matter. 288 Mr. Quinn asked the Minister for the Environment and Local Government if he will state, regarding the section of the national plan for which he has responsibility for implementation, the number of consultants who have been hired by his Department to assist with the design or implementation of the national development plan; the projects upon which they are engaged; the cost of those projects; the approximate professional fee cost which the consultants will be charging his Department on completion of the consultancy; and if he will make a statement on the matter. 290 Mr. Quinn asked the Minister for the Environment and Local Government the number of groups, statutory and non-statutory, but excluding local authorities, with which his Department is in regular contact or consultation in respect of the implementation of that section of the national plan for which his Department has responsibility; and if he will make a statement on the matter. I propose to take Questions Nos. 287 to 290, inclusive, together.

My Department has been designated as the managing authority for the economic and social infrastructure operational programme of the national development plan. My Department is responsible, through the National Roads Authority and the local authorities, for the implemen tation of three of the six priorities of the programme, that is, national roads, environmental infrastructure and housing. The three remaining priorities, public transport, sustainable energy and health facilities, will be implemented by other Departments. My Department is also responsible for the implementation of the non-national roads, rural water, urban and village development and waste management priorities of the Border, midlands and western – BMW – and the southern and eastern – S and E – regional operational programmes. These programmes are managed by the regional assemblies with which my Department is in regular contact.
The infrastructure operational programme and monitoring unit of the roads division co-ordinates my Department's function as managing authority for the economic and social infrastructure operational programme. The unit has a staff complement of seven – one principal officer, two assistant principal officers, one higher executive officer, one administrative officer, one executive officer and one clerical officer.
It is not possible at this stage to indicate the precise number of projects that will be undertaken as part of programmes coming within the remit of my Department. The projects to be undertaken will be selected and progressed over the seven year period of the plan on a phased basis by my Department, the NRA and local authorities. However, my Department last year published multi-annual plans covering the water and waste water and housing priorities, indicating the projects to be progressed over the early years of the national development plan. The National Roads Authority recently published a review and outlook document that provides details of the national road improvement projects to be undertaken. Progress on the implementation of all projects, which is being closely monitored, is generally proceeding according to schedule.
My Department, as managing authority for the economic and social infrastructure operational programme, reports to a monitoring committee for the programme that is representative of Government Departments, implementing agencies, regional assemblies, regional authorities, the social partners and the European Commission, as well as bodies representing environmental, equality, and rural development issues. Within the framework of the operational programme monitoring committee, and otherwise as part of its responsibilities for infrastructure investment programmes, my Department is in regular contact with implementing agencies, including local authorities, the NRA and the Dublin Transportation Office and with a wide range of Government Departments, statutory bodies, social partners and other organisations. My Department has not employed consultants to assist with the design or implementation of the national development plan.
The Regional Policy Directorate has responsibility within the European Commission for Ireland's Community Support Framework. Ms E. Slavkoff is head of the unit dealing with Ireland. Officials of my Department have met officials from the Regional Policy Directorate of the European Commission on seven occasions since the publication of the national development plan in relation to negotiations on the Community Support Framework, 2000-06, and the economic and social infrastructure operational programme.

291 Mr. Quinn asked the Minister for the Environment and Local Government if he will outline, in respect of that section of the national development plan for which his Department has responsibility, the number of potential public private partnerships that have been identified; the number that are under active consideration; the name, location and potential cost of such projects; if any exchange of letters has taken place; if any other initial firm commitment has been entered into with prospective private providers; the approximate capital value of all projects so identified; and if he will make a statement on the matter. The national development plan set a target of IR£1.55 billion – 1.97 billion – of private finance to be invested in PPP projects for sectors within the remit of my Department. The three sectors involved are the roads, water and waste sectors. Within these sectors, a total of five PPP contracts have been signed, a further 29 PPP projects have been approved and a further 85 have been identified at this stage as having PPP potential. The following table shows the location, name and capital costs of all those projects and is set out by current stage and sector.

Table 1: PPP projects: This table includes all PPP projects where there is a capital value in excess of £1 million private finance investment or long-term operational period – in excess of five years – with significant transfer of risk to the private sector. The table does not include design and build projects or basic outsourcing contracts. Figures shown represent the capital cost of the construction element of the project.
