103 Mr. Quinn asked the Minister for the Marine and Natural Resources if he will state for that section of the national development plan for which his Department has responsibility of implementation, the relevant sections and division of the European Commission which are involved in assisting and or monitoring the implementation of aspects of the national development plan with his Department; the name of the senior EU official with responsibility for that role; the number of meetings that have taken place since the publication of the national development plan between officials of his Department and the rel evant officials of the European Commission; and if he will make a statement on the matter. 107 Mr. Quinn asked the Minister for the Marine and Natural Resources if he will outline, in respect of that section of the national development plan for which his Department has responsibility, the number of potential public/private partnerships that have been identified; the number that are under active consideration; the name, location and potential cost of such projects; if any exchange of letters has taken place; if any other initial firm commitment has been entered into with prospective private providers; the approximate capital value of all projects so identified; and if he will make a statement on the matter. I propose to take Questions Nos. 103 to 107, inclusive, together.

The Department of the Marine and Natural Resources does not in general deal directly with the European Commission in relation to the monitoring and implementation of the marine and natural resources elements of the national development plan. This function is undertaken by the managing authority for the NDP/CSF, that is the Department of Finance, and, for each Operational Programme, the Southern and Eastern Assembly in respect of the southern and eastern regional OP, the Department of Enterprise, Trade and Employment in respect of the employment and human resources OP, etc.
The monitoring of the NDP-CSF and the operational programmes is undertaken by monitoring committees which are chaired by the relevant managing authority. The Department of the Marine and Natural Resources and other implementing bodies are represented on each operational programme monitoring committee. The European Commission serves in an advisory capacity on these committees. The following officials of the European Commission, who deal with the Department's measures, are represented on one or more of those committees:

Each monitoring committee has met on one occasion to date.
In addition to monitoring committee meetings my Department's forest service, which is the paying authority and implementation body for the purposes of the afforestation measure of the CAP Rural Development Plan, 2000-06, has had several meetings with European Commission officials since the publication of the plan. My Department's sea fisheries policy and development division, which is the paying authority and implementation body for the purposes of the fisheries measures of the productive sector operational programme, has had one meeting with European Commission officials since the publication of the plan.

The Deputy sought information in relation to the budgeted cost and implementation timetable for projects under the NDP in respect of which the Department has responsibility. As the Deputy will appreciate the compilation of this information across the 22 measures for which my Department has responsibility is not possible in the time available. I can, however, provide the Deputy with details of the expenditure to the end of 2000 under these measures. These details are included in the following table:

My Department maintains contact with a number of statutory and non-statutory bodies and groups in relation to the implementation of the marine and natural resources elements of the NDP. These include the managing authority for each operational programme and the implementing agencies for certain measures. The Department would also take the opportunity in the course of regular meetings with representative organisations and groups to report on progress under the NDP.
