230 Mr. Haughey asked the Minister for the Environment and Local Government when the new licensing system for outdoor concerts will be introduced; if this will be introduced to allow a second U2 concert at Slane Castle, County Meath, in August 2001; and if he will make a statement on the matter. A new licensing procedure for the holding of outdoor events is provided for under Part XVI of the Planning and Development Act, 2000. Under these provisions a licence will be required for the holding of prescribed events, or classes of events. Regulations to give effect to these provisions are being finalised in my Department. Such regulations require the prior approval of both Houses of the Oireachtas and I propose to submit draft regulations for approval shortly.
