130 Mr. J. O'Keeffe asked the Minister for Justice, Equality and Law Reform the reason the substantial surplus funds generated in the Land Registry Office are not made available to the Registrar to hire extra staff and provide extra resources to enable the office clear arrears and to do its work according to normal business practices. I am sure the Deputy is aware that, arising from the current buoyancy in the economy, the intake of applications in the Land Registry and the Registry of Deeds continues to grow at an unprecedented level, with each successive year setting new record levels.

In order to address this problem, I received sanction from my colleague, the Minister for Finance, to increase the staffing complement of the Land Registry by 77. The resulting appointments are currently being made following a recruitment drive by the Civil Service Commission, which is now beginning to pay dividends.

I assure the Deputy that every effort is being made by the management and staff of the Land Registry to address the problems that have developed over a period of time, mainly due to the unprecedented increase in the levels of business. The Land Registry management is implementing some proactive measures to help deal with the situation. These include improvements to workflow, the training and development of staff, the use of new technology, the launch of an e-commerce service and the computerised data-capture of folios and maps.

I am confident that, with the appointment of additional staff and the programme of measures being taken, the situation in relation to arrears will improve.

132 Mr. J. O'Keeffe asked the Minister for Justice, Equality and Law Reform if he will now provide the information sought in Parliamentary Question No. 141 of 8 March 2001 in relation to delays in the Land Registry Office under different headings and in respect of each county. [9398/01]

The information requested by the Deputy is set out in the following tabular statement.

I am informed by the Registrar of Titles that the length of time taken to complete cases varies depending on the complexity of the case, the standard of the documentation forwarded by solicitors, the time taken by solicitors to reply to queries etc. I am also informed that any cases involving urgency are, in accordance with the customer-service policy of the Land Registry, dealt with expeditiously.

I am further informed that a number of initiatives were implemented in the Land Registry during 2000, including the roll out of ITRIS, integrated title registration information system, and the allocation of additional staff to the Land Registry. The impact of these measures is now evident and the output of work in the Land Registry for the first two months of 2001 has been at record levels. It is anticipated that, with further progress, the delays in registration will continue to reduce over the coming months.

I am informed that the situation regarding service delivery is improving in the Land Registry. Paragraph A.42 of Implementing the Information Society: A Framework for Action – December 2000 – mandated the Land Registry to undertake a flagship project to provide an electronic service for folio access. This was achieved through the successful implementation in August 1999 of the Land Registry electronic access service, which provides on-line access over the World Wide Web to the organisation's existing computerised database of folios and related indices of registered land. During 2000, 125,000 applications were handled through the electronic access service.
The figures shown in the following tabular statement for Kildare-Wicklow represent the timeframe for any case lodged since the roll out of ITRIS. I have been informed by the Land Registry that pre-ITRIS cases in these areas are taking approximately 20 weeks for dealings not requiring mapping and 104 weeks for dealings requiring mapping.
