Details of the house building cost index are published in my Department's Quarterly Housing Statistics Bulletin, copies of which are available in the Oireachtas Library. This index measures changes in wage rates ratified by the National Joint Industrial Council for the construction industry and in the cost of building materials. It does not include items such as development land prices, planning and development levies, planning fees, legal fees, marketing costs and profits. Since October 2000, the index includes the first phase of an agreement following a review of rates of pay and grading structures for the construction industry and the first phase increase under the Programme for Prosperity and Fairness.
