Ceist:

212 Mrs. Owen asked the Minister for the Environment and Local Government the EU directives relevant to his Department which are awaiting implementation; the nature of the directive; when it was passed by the Council of Ministers; the final date for implementation; and if this deadline will be met. Water Quality Standards for Phosphorus were set by Regulations made in July, 1998 and for a range of other dangerous substances by Regulations made in January, 2001.
1985/337/EEC as amended by 97/11/EC	The assessment of the effects of certain public and private projects on the environment	27/06/1985 &03/03/1997	14/03/1999	Substantially implemented by European Communities (Environmental Impact Assessment) (Amendment) Regulations, 1989-2000 and the Local Government (Planning and Development) Regulations, 1994-2000. A number of issues raised in the ruling by the European Court of Justice of September, 1999 (Case C-392/96) are being addressed in consultation with the Commission Services, the Department of the Marine and Natural Resources (Forest Service) and Duchas.
1991/271/EEC	Urban Waste Water Treatment	21/05/1991	30/06/1993	Directive has been substantially transposed by Regulations made in 1994. A review of monitoring data has recently been completed and further Regulations will be made shortly to designate additional sensitive areas.
1991/676/EEC	Designation of vulnerable zones under the Nitrates Directives and related issues	12/12/1991	When required by reference to water quality data	Specific statutory provision to be made and nitrate vulnerable zones to be designated by December, 2001.
1996/61/EC	Integrated Pollution Prevention and Control	24/09/1996	29/10/1999	Directive substantially anticipated by EPA Act, 1992; will be fully implemented by means of appropriate amendments to the Act. General scheme for EPA (Amendment) Bill approved by Government Sept. 2000. Government Legislative Programme provides for Publication of Bill by end 2001.
1996/62/EC	Ambient Air Quality Assessment and Management (“Framework Directive”)	27/09/1996	21/05/1998	Substantially transposed already. Remaining provisions dependant on subsidiary Directives.
1996/82/EC	Control of major accident hazards involving dangerous substances.	9/12/1996	03/02/1999	Substantially transposed by the European Communities (Control of Major Accident Hazards Involving Dangerous Substances) Regulations, 2000 (S.I. 476 of 2000) and the Planning and Development Act, 2000. Outstanding provisions in relation to planning control will be contained in regulations currently being prepared under the Planning and Development Act, 2000.
