Before coming to the Order of Business, I propose to deal with a notice under Standing Order 31 from Deputy Sargent. I call on him to state the matter.
Request to move Adjournment of Dáil under Standing Order 31.
I wish to raise, under Standing Order 31, the following issue of public importance. I move that Dáil Éireann be adjourned to discuss and clarify the proposed establishment of a national forum on Europe, given the recent remarks of the EU Commission President, Mr. Romano Prodi, that it has already been agreed to establish such a forum and that it is a fait accompli,and his implication that the purpose of the forum will be to win over Irish voters to support the Nice treaty rather than to hear and discuss the opinions of the voters and the future direction of the EU.
Having considered the matter fully, the Ceann Comhairle does not consider the matter to be one contemplated by Standing Order 31. Therefore, I cannot grant leave to move the motion.
