284 Mr. Allen asked the Minister for Health and Children the reason he has not published the Flynn report on the Irish Blood Transfusion Service; if he will publish the report in full; and if he will make a statement on the matter. [19972/01]

The Report referred to by the Deputy entitled "Recommendations to the Board of the Irish Blood Transfusion Service on the Implementation of the Reorganisation Plan" was prepared by management consultants at the request of the board of the IBTS. I understand that at a special meeting of the board held on 23 June, the board accepted the consultants' recommendations. I also understand that the board is arranging to make copies of the report available to relevant staff in the organisation. The board is also commencing the implementation of the recommendations within the best principles and practices of change management, involving all staff in the consultative process.

I very much welcome this initiative by the board which is an important additional element in the re-organisation of the service to ensure that it continues to respond effectively to the rapidly changing environment in transfusion medicine.
