Ceist:

322 Mr. Wall asked the Minister for the Environment and Local Government the position of a person who due to financial constraints was unable to complete a residential development for himself and his family and had to sell on the incomplete development to a relation; the position in relation to first time buyers grant; and if he will make a statement on the matter. [19869/01]

A new house grant is payable to a person who: is the first-time purchaser of a new house or who has a house built; fulfils the conditions of the grant scheme, which require, inter alia, that the applicant did not previously purchase or have built, individually or with a spouse, a house for their own occupation in this State or abroad; and occupies the dwelling on completion as his/her normal place of residence.

It is not possible to determine whether or not a particular person would be eligible for a grant until an application and supporting documentation is received in the Department.
